SHRA and EHRA employees are evaluated on their performance of Institutional Goals and Individual Goals equally:

  • 50% weight is assigned to five Institutional Goals set and defined by the UNC System Office: Expertise, Accountability, Customer‐Oriented, Team‐Oriented, Compliance & Ethics. A sixth Institutional Goal of Supervision applies to employees who are responsible for managing other people (as opposed to managing programs or budgets). Each Institutional Goal is assigned a weight by the supervisor based on importance, expected impact and/or time allocated to achieving the goal. 
  • 50% on three to five SMART Individual Goals set, defined, and weighted by the supervisor with input from the employee 

Goals are evaluated using the scale below. Effective March 1, 2023, the employee and the supervisor will have the opportunity to rate and comment on each goal in the Self Appraisal and Supervisor Appraisal, respectively.

  1. = Not Meeting Expectations
  2. = Meeting Expectations
  3. = Exceeding Expectations

Overall Rating is calculated automatically by the performance management system.  It multiplies the weight by the rating to calculate the score for each goal using two decimal places (for example: 10% x 2 = 0.20), then adds all of the scores together to assign a final Overall Rating using the scale below:

  • 1.00 to 1.69 = Not Meeting Expectations
  • 1.70 to 2.69 = Meeting Expectations
  • 2.70 to 3.00 = Exceeding Expectations (unless the employee has an active disciplinary action and/or any goal is rated Not Meeting Expectations by the supervisor)
